Elene Gotsadze

Elene Gotsadze is an international development and public-sector professional with over 20 years of experience in senior leadership and advisory roles across government institutions and donor-funded programs. Her work focuses on democratic governance, European and Euro-Atlantic integration, decentralisation, and strategic communications, with extensive experience in USAID-funded initiatives and multi-stakeholder coordination.
She served as Director of the NATO and EU Information Centre (2013–2016), leading national public information and outreach efforts in close cooperation with the European Union, NATO, and partner institutions. She later contributed to major USAID programs, including the Good Governance Initiative and the Resilient Communities Program, supporting governance reforms, local development, citizen engagement, and institutional capacity building.
Within the Government of Georgia, Ms Gotsadze worked at the State Minister’s Office for European and Euro-Atlantic Integration and at the Ministry of Defence, contributing to EU- and NATO–related policy development. She led an interagency working group that developed Georgia’s National Information Strategy on EU and NATO integration and supported participatory decision-making mechanisms.
Her expertise includes international development programming, governance and decentralisation reforms, hybrid threats and resilience, strategic communications, and stakeholder engagement. Elene is the author of several analytical publications and is currently pursuing a PhD on Georgia–United States relations. She holds master’s degrees in public administration and communications and is a certified PMP and CPPA.
