Ambassador Terhi Hakala is a Senior Finnish diplomat at the MFA in Helsinki. Until her current position, she was the Special Envoy of the OSCE Chairperson-in-Office in 2025. During 2021-2024, she served as the EU Special Representative for Central Asia. Among her bilateral Ambassador postings to the South Caucasus, Geneva, and India, she has served as a Director-General for Russia, Eastern Europe, and Central Asia, the Head of the OSCE Mission to Georgia, and the Ambassador for Countering Hybrid Threats.
