The Claim

Speaker of Parliament Shalva Papuashvili, reacting to EU Enlargement Commissioner Marta Kos, said on 16 June 2026 that “if we become a member of the European Union, we will be a second-class nation within it,” that the proposal is “Brussels’ idea of introducing a legal segregation of countries” turning the EU “from a union of equal nations into a union of ‘first-class’ and ‘second-class’ nations,” and that “Georgia already has 70 years of experience with a nominal and unequal union” — equating the EU with the Soviet Union.

What Kos Actually Said

On 15 June 2026 Kos described safeguards in future accession treaties to stop new members backsliding after joining. Her words were conditional: “If the new member state will follow the rules, nothing will happen. If they will not follow the rules, the safeguards will bite hard” (POLITICO, 15 June). She expressly rejected any lesser tier of membership: “There is no half membership or quarter membership. There is only full membership” (Euractiv, 15 June). The proposal originates in a non-paper by Germany, France, Belgium, the Netherlands and Luxembourg, and its stated aim is to prevent a repeat of Hungary’s veto abuse under Orbán (New Union Post, 10 June).

Where Papuashvili is Lying

Three precise departures from the record:

1. Permanent vs. conditional. Papuashvili says Georgians “will be” second-class — a fixed status. Kos’s safeguards trigger only “if they will not follow the rules.” They are avoidable by compliance, not imposed by nationality. He converts an “if you breach the rules” into an “always.”
2. He claims the exact thing Kos ruled out. Papuashvili attributes to the EU a permanent second class of member. Kos said the opposite in the same remarks: “There is only full membership.” He reports her position as its inverse.
3. Temporary becomes eternal; Soviet insult. The measure is a transitional, time-limited probation tied to conduct. Papuashvili recasts it as “70 years of a nominal and unequal union” — equating a voluntary, exit-permitting, rules-based union with Soviet occupation, to delegitimise the proposal by emotion rather than fact.

This is semantic inversion: Kos’s words are not altered, only their meaning is flipped — a warning that misconduct will be penalised becomes a declaration that Georgians are inherently inferior.

Conclusion

Kos proposed temporary, conduct-based safeguards and explicitly rejected any “second-class” or partial membership. Papuashvili reported her as proposing the precise opposite. His claim is contradicted by the Commissioner’s own words.
